Environmental Permitting & Compliance
As industrial, mining, and municipal projects become increasingly subject to stringent environmental regulations, successful development depends on obtaining permits efficiently while maintaining long-term compliance. Zagros USA provides expert support for environmental permitting, regulatory compliance, and environmental management across federal, state, and local jurisdictions.
Our team brings direct regulatory experience from reviewing and issuing complex environmental permits for major mining operations, wastewater treatment facilities, and industrial projects. We support clients through permit applications, engineering design reviews, compliance evaluations, remediation planning, groundwater protection permit applications, and regulatory negotiations. With extensive experience in aquifer protection, industrial water management, tailings storage facilities, and environmental inspections, we help organizations navigate permitting challenges, reduce regulatory risk, and maintain compliance throughout the project lifecycle.

Environmental Permitting

Environmental compliance requires accurate monitoring, reliable data, and effective regulatory strategies. Zagros USA provides specialized expertise in air quality management, air dispersion modeling, and environmental compliance for municipal, mining, and industrial facilities.
Our services include air dispersion modeling using the American Meteorological Society/Environmental Protection Agency Regulatory Model (AERMOD), Title V reporting and compliance, Continuous Emissions Monitoring Systems (CEMS), Compliance Assurance Monitoring (CAM), National Emission Standards for Hazardous Air Pollutants (NESHAP), and environmental monitoring programs. We also develop customized data management solutions that streamline reporting, improve data quality, and support regulatory decision-making. By combining advanced technical analysis with practical compliance strategies, we help clients reduce risk, optimize operations, and confidently navigate complex environmental requirements.

Process Development
The development of rare earth, gold, and copper resources requires technically sound process design and rigorous evaluation before commercial implementation. Zagros USA provides technical advisory services for experimental design, process development, pilot program planning, data interpretation, and technical validation. We perform independent engineering reviews, evaluate test results, and provide strategic recommendations that support project planning, technology selection, investment decisions, and regulatory compliance.

Process Simulation

Process modeling and simulation are essential tools for evaluating process performance, developing mass and energy balance, and supporting engineering decisions throughout the project lifecycle. Zagros USA develops METSIM process models for mining, hydrometallurgical, and water treatment applications, enabling clients to evaluate process alternatives, optimize unit operations, and assess technical feasibility. Our expertise includes crushing, grinding, gravity separation, flotation, leaching, solvent extraction, precipitation, calcination, and other treatment processes.

Mine Water Treatment

The mining industry generates a wide range of water streams throughout the life of a mine—from active extraction to closure and post-closure—each presenting unique operational, treatment, and regulatory challenges. Effective mine water management requires technically sound solutions that balance operational performance, cost-effectiveness, environmental stewardship, and regulatory compliance. Zagros USA provides independent engineering and technical advisory services for diverse mine water applications, including pit water, process water, leach solutions, sulfate-impacted groundwater, acid rock drainage (ARD), and mine closure water management.
Mine Pit Water
Water collected in open pits during active mining is typically pumped out and reused on-site for milling, dust control, or crusher operations. In copper and molybdenum mines, this water often contains elevated sulfate and hardness, which can create operational issues such as scaling, corrosion, or equipment wear—especially when used in systems like conveyor belts.
Mill Process Water
At milling facilities, process water is recovered from thickeners and reused in mineral processing. Reuse rates can reach up to 60,000 gallons per minute (gpm), making effective recycling critical for operational efficiency.

Copper Leach Solutions
Heap leach operations recirculate leach solutions to extract copper and produce a pregnant solution for the SX-EW process. While no treatment is required during the mine’s active life, managing these high-TDS solutions post-closure remains a major challenge. Evaporation is a common method, though it results in water loss—a concern in arid regions. Some mines are testing UF-RO systems, but scalable long-term solutions are still under development.
Sulfate-Impacted Groundwater
Groundwater near tailings storage facilities can be significantly impacted by sulfate, with concentrations exceeding 1,500 ppm. While ion exchange and biotreatment show promise, achieving regulatory discharge limits (often <250 ppm) remains difficult and site-specific.
Acid Rock Drainage (ARD)
Post-mining, many sites—particularly abandoned mines—generate acid rock drainage. The U.S. has over 46,000 abandoned mines, with some discharging up to 1,000 gpm of ARD. One mine in Colorado releases over 400 gpm of ARD, treated using air flotation before discharging to nearby rivers.
Treatment approaches vary by flowrate and contaminants, but typically include:
Active Treatment: High-density sludge systems for larger flows and higher contaminant loads.
Passive Treatment: Bioremediation methods such as constructed wetlands for lower flow applications.
In some advanced cases (e.g., South Africa), treated ARD is purified for potable use through a series of neutralization, clarification, ultrafiltration, and reverse osmosis steps.
